Mesa has not paused or capped data-center development. Instead of a moratorium, the city adopted Ordinance No. 5957 in July 2025 to set siting, design, and operational standards while continuing to court major data-center investment in southeast Mesa.
Mesa is one of metro Phoenix's largest data-center hubs, with Meta, Google, Apple, EdgeCore, NTT, CyrusOne, and others clustered along the Elliot Road Technology Corridor in the southeast. The city has not enacted a moratorium, cap, or ban. Facing 15 data centers built, approved, or proposed over six years, the City Council instead adopted Ordinance No. 5957 (effective 30 days after its July 8, 2025 adoption), creating Section 11-31-36 to govern how data centers are sited and designed. The framework channels new standalone projects into General or Heavy Industrial land through a Council-authorized PAD Overlay and adds water, energy, wastewater, and noise-study requirements, balancing continued growth against land-use compatibility and utility demand.
There is no moratorium to enforce. A data center that proceeds without the required PAD authorization or Section 11-31-36 compliance faces civil sanctions from $150 to $2,500 per citation, with each day a separate offense.
