Titusville, FL Environmental Rules: Boat Dock Permits (2026)

Titusville regulates waterfront construction, including docks, through Chapter 30, Division 4, Shoreline Protection, of its Land Development Regulations, which applies to development along the Indian River Lagoon and other Class II and Class III waters inside city limits. Sec. 30-63 sets a shoreline protection setback measured from the mean annual flood line, with the distance varying by zoning district, lot depth and water class under Table 30-1: lots in the Titusville Shoreline Area (TSA) overlay with Shoreline Mixed-Use (SMU) zoning that were developed before the ordinance took effect get a setback as short as twenty-five feet on lots under one hundred feet deep, while vacant TSA lots and all other zoning districts face a fifty-foot setback on Class II waters and twenty-five feet on Class III waters.

Piers, wharves, docks and boathouses are expressly listed among the uses permitted within that setback area, alongside sidewalks, boat launching facilities and similar water-dependent structures; parking, driveways, garages and artificial turf are not. Building the dock itself triggers Sec. 30-64: any alteration within the shoreline setback that changes the existing topography, shoreline or vegetation must be reviewed and permitted by the City and the necessary state and federal authorities, unless the work qualifies for the narrow exemptions in Sec. 30-68. Applications for shoreline work go in as a City of Titusville Surface Water permit filed per the Titusville Procedures Manual, and the applicant is separately responsible for securing every applicable state and federal permit before that City application is submitted.

The Administrator can suspend a permit for noncompliance, and no building permit for construction on newly created land is issued until fill and bulkhead work has been inspected and approved.
