Titusville, FL Environmental Rules: Flood Elevation Requirements (2026)

ch. 553, part IV, and the City's own Land Development Regulations say so explicitly: Section 30-91(d) states this division is intended to be administered and enforced in conjunction with the Florida Building Code, and that referenced ASCE 24 standards track the edition referenced by the Florida Building Code. Titusville's locally printed elevation rule fills the gap for the narrow category of buildings and facilities exempt from the Florida Building Code, listed in Section 30-94(b)(1), such as railroads, non-residential farm buildings, temporary construction sheds, and Miccosukee or Seminole chickees.

Section 30-101 requires those exempt structures to be designed and constructed in accordance with the flood load and flood resistant construction requirements of ASCE 24, the American Society of Civil Engineers' Flood Resistant Design and Construction standard. Separately, Section 30-96(a)(2)a is the City's own compliance-verification mechanism for lowest-floor elevation: before vertical construction continues past the lowest floor, and again at final inspection, the owner or agent must submit to the Floodplain Administrator a certification of the lowest floor's elevation prepared and sealed by a Florida-licensed professional surveyor, or documentation of the floor's height above the highest adjacent grade if no design flood elevation applies. Both provisions were adopted by Ordinance No. 19-2021, Section 3, August 10, 2021.
