Lake Elsinore, CA Environmental Rules: Defensible Space (2026)

LEMC § 15.58.020(K) adds Section 604.8 to the California Wildland-Urban Interface Code, establishing the required 100-foot Defensible Space in three distinct zones. Zone 0, defined in Section 604.8.2, is the horizontal area within the first five feet of a structure, including stairs, balconies, decks and roofs, and is meant to stop direct ignition from flame contact or ember accumulation; Section 604.8.2.1 prohibits fuels and combustible materials in Zone 0 entirely for new buildings, additions and new or replacement landscaping, and Section 604.8.2.2 bans new tree canopies within 10 feet, landscaped roofs, vegetation under decks, synthetic grass, vines on structures, combustible mulch, and firewood storage within the zone.

Zone 1, under Section 604.8.3, runs 5 to 30 feet from structures on slopes of 20 percent or less, extending to 50 feet on steeper slopes, and limits planting to fire-smart species with added spacing per Riverside County Fire Department guidelines. Zone 2, under Section 604.8.4, extends from the outer edge of Zone 1 to 100 feet and is designed to knock an approaching fire's flame height down and reduce ember generation. General requirements under Section 604.8.5 apply across all three zones: dead or dying vegetation must be removed, grasses mowed to a 4-inch stubble with clippings removed, trees kept 10 feet from chimneys, new trees planted so their mature drip line stays 10 feet from any combustible structure, and continuous tree canopies are prohibited for new structures.

When required by the Fire Code Official or state law, Section 604.3.1 allows existing defensible space to be retrofitted over a two-to-four-year compliance period based on a property owner's compliance plan.
