Bossier Parish, LA Environmental Rules: Erosion Control (2026)

Sec. 122-100 of the Bossier Parish Code requires any person subject to an industrial or construction activity LPDES stormwater discharge permit to comply with all provisions of that state permit, and the director of public works or parish engineer may require proof of compliance before allowing discharges to the municipal storm drain system (MS4). If a site owner or operator becomes aware of a discharge that may send pollutants into the MS4, Sec. 122-100(b) requires the person to promptly find the source, contain it and clean it up, then notify the director of public works by telephone as soon as practical (or the Louisiana Department of Environmental Quality and local fire department if hazardous materials are involved), followed by a written report identifying the source, extent, pollutant and mitigation steps taken.

Separately, Sec. 122-97(b)(19) prohibits releasing any harmful quantity of sediment, silt, earth or soil associated with clearing, grading, excavation or other construction activity into the MS4 or onto streets, alleys and drainage structures in excess of what could be captured on site using sediment and erosion control measures to the maximum extent practicable. The Parish of Bossier is authorized to enter and inspect regulated facilities, including construction sites, as often as necessary to check compliance, and can require dischargers to install monitoring equipment at their own expense (Sec. 122-99).
