Land Development Code Sec. 16-217(a) requires that during construction, cleared land not subject to active deployment be either mulched or regularly sprayed to minimize blowing dust, including unpaved vehicle-use areas. Standard erosion controls, such as silt fences, inlet protection, and stabilized construction entrances, keep sediment out of Sunrise's canals and swales. Sites disturbing one or more acres must obtain coverage under the Florida DEP NPDES Construction Generic Permit, and larger developments need a South Florida Water Management District environmental resource permit before earthwork begins. Disturbed ground must be stabilized to prevent runoff into the drainage system.
Uncontrolled dust or sediment discharge: stop-work order and daily fines until stabilized. Sediment reaching canals can also trigger Broward County and state environmental enforcement with separate penalties.
