Conway, AR Environmental Rules: Flood Zones (2026)

Conway Municipal Code § 10.50.03(D)(4) sets a Floodplain Development Permit as one of four city-issued permit tracks under the stormwater management chapter, required whenever clearing, grading, excavation or other land-altering activity is proposed on a site within a designated floodplain. It is issued in lieu of the general Grading Permit that otherwise applies to sites over one acre, but the code notes the property may still face separate permitting requirements, such as Development Review or a Building Permit, on top of the floodplain permit itself.

The permit and review process for floodplain sites is governed by a dedicated floodplain ordinance, City of Conway Ordinance No. O-09-15, adopted separately from Chapter 10.50. The chapter's underlying findings, adopted by Ord. No. O-20-78 on December 8, 2020, note that increased impervious surface from site development raises peak storm water discharges and can worsen downstream flooding during rainfall events, which is the policy basis for requiring floodplain review before ground-disturbing work begins on flood-prone parcels within city limits.
