Allentown, PA Environmental Rules: Vehicle Idling Restrictions (2026)

Section 660-93 governs off-street loading citywide: any building with more than 4,000 square feet of floor area used for business, trade, or industry, plus large-volume receipt and distribution uses, must provide loading space sized under Table 660-14's ratios, from one space at 4,001 to 20,000 square feet up to a formula of additional spaces per 40,000 square feet beyond 100,000 square feet for commercial uses, with tighter ratios for manufacturing (one per 10,000 square feet) and warehousing (one per 5,000 square feet). Subsection E adds the idling rule directly: all loading spaces must be posted with signs prohibiting engine idling for more than five minutes.

The requirement is a posting mandate tied to loading-space design, not a general nuisance ordinance reaching every parked or idling car in the city; Chapter 660 does not contain a broader citywide idling cap for street parking or residential driveways. Loading areas must also be surfaced with an asphaltic or Portland cement binder or another all-weather surface, and are subject to the landscape buffer regulations of §§ 660-77 and 660-78. Because § 660-93 sits inside the zoning chapter, the Zoning Officer enforces the posting and idling requirements under the same § 660-123 authority that covers the rest of Chapter 660, and a property that fails to post the required signage, or where idling is documented beyond the five-minute mark, faces the standard civil enforcement track.
