Florissant, MO Environmental Rules: Vehicle Idling Restrictions (2026)

2280 of the Florissant Code of Ordinances, adopted by Ordinance No. 7420 in 2007, prohibits delivery trucks from arriving, idling or engaging in any deliveries at any shopping center or business between certain hours. Unlike the City's general noise Article, this Section does not set the restricted hours itself; instead, it ties enforcement to whatever hours are posted on signs at the property and to any restrictions or prohibitions written into the business license or permit issued for that shopping center or business. That structure gives individual retail centers and their landlords the tool to post their own delivery windows, for example barring trucks from arriving or idling before a set morning hour, and gives the City a direct enforcement hook once a sign is up or the license condition exists, rather than requiring officers to prove the delivery noise disturbed the neighborhood under the general nuisance factors.
