Old Bridge, NJ Environmental Rules: Vehicle Idling Restrictions (2026)

Township Code § 21-8, part of the Air Pollution Control Code adopted in 1986 under Ordinance No. 17-86, prohibits running the motor of a diesel-powered or gasoline-powered vehicle for more than three consecutive minutes while the vehicle is not in motion. The limit stretches to five consecutive minutes when the ambient temperature is 32 degrees Fahrenheit or colder, recognizing that drivers need extra warm-up time in freezing weather. Five categories of vehicles fall outside the rule entirely: buses actively discharging or picking up passengers, vehicles stopped in a line of traffic, electric motor vehicles, emergency vehicles performing their prescribed function, and vehicles whose engine power is being used for a necessary mechanical operation other than propulsion, such as running a lift, pump or refrigeration unit.

The idling limit sits within the same chapter as the Township's broader smoke-opacity standards: mobile sources may not emit smoke darker than No. 2 on the Ringelmann Smoke Chart or more than 40% opacity for over 10 consecutive seconds under § 21-6C, giving code enforcement two overlapping tools against a smoking, idling vehicle. Because § 21-8 sets no chapter-specific fine, a violation is punished under the Township's general penalty in § 1-3: a fine of up to $1,250, imprisonment for up to 90 days, community service for up to 90 days, or a combination, and § 1-4 treats each day a violation continues as a separate offense.

The rule applies township-wide to any vehicle parked or standing rather than moving, covering commercial trucks staged at loading docks, delivery vans, and passenger cars alike.
