Rockwall, TX Environmental Rules: Vehicle Idling Restrictions (2026)

Sec. 26-504 of the Rockwall Code of Ordinances makes it illegal to leave a vehicle unattended without first stopping the engine, locking the ignition, pulling the key, and setting the parking brake, and, if parked on a grade, turning the front wheels toward the curb. There's no exception for warming up the car on a cold morning or stepping away for a quick errand: an idling, unattended vehicle violates the section regardless of how briefly it's left. The rule mirrors Texas Transportation Code § 545.404 and applies on any street, lot, or public space citywide.
