Rockwall, TX Environmental Rules: Stormwater Management (2026)

Rockwall's storm water management ordinance makes it unlawful to introduce any pollutant into the municipal separate storm sewer system (MS4), covering everything from paint and motor oil to construction sediment and yard waste. The city allows narrow exceptions -- firefighting runoff, lawn irrigation, dechlorinated pool water, air-conditioning condensate -- but only if the discharge isn't damaging the environment. Violators face a notice of violation, compliance orders, stop-work orders on construction sites, and can be sued for injunctive relief. The city manager's office administers and enforces the article citywide and in the extraterritorial jurisdiction.
