STC § 18.82.070 sets special development standards for large scale commercial retail, defined as any building over 80,000 square feet of gross business area used as a single freestanding use or combined with other uses sharing check stands, management or ownership. Subsection (C)(6), titled 'Noise,' applies once that large retail development sits adjacent to a residentially zoned property. Under (C)(6)(a), deliveries, loading, unloading, idling or similar operations cannot occur between 10:00 p.m. and 6:00 a.m., unless the activity takes place inside a fully contained loading bay or on a side of the building that does not face the residential use, partially or completely.

A second, related curfew in (C)(6)(b) bars trash removal or compaction operations between 7:00 p.m. and 7:00 a.m. Because the rule is written into the large-scale-retail design standards chapter rather than the general noise or nuisance code, it only reaches the specific category of big-box and similar retail development defined in § 18.82.070(A); it does not create a town-wide vehicle idling limit for ordinary businesses, delivery trucks on public streets, or residential driveways. Compliance is confirmed during the town's design review inspection process before a certificate of occupancy issues, per STC § 18.82.090.
