Bloomington, IL Environmental Rules: Stormwater Management (2026)

Bloomington City Code § 37-501 creates a Stormwater Utility inside the Public Works Department, run by the Director of Public Works, to manage, protect, control, regulate, construct and enhance the city's stormwater systems and facilities. All revenue goes into a dedicated Stormwater Fund the City Council directs. Under § 37-503, the Utility is responsible for operating, maintaining and improving the stormwater system, including everything required by the city's NPDES Stormwater Permit under the Clean Water Act. Every parcel of developed land in the city is billed a monthly stormwater service charge under § 37-505, unless it is a pedestrian or bicycle trail, or a street or highway right-of-way owned by a township, McLean County, the City or the State of Illinois under § 37-506.

Parcels can apply for a rate credit under the Bloomington Stormwater Credit Manual, conditioned on continued compliance with that manual. Bills are rendered monthly, quarterly or annually at the Public Works Department's discretion, and a 10% penalty attaches to any charge not paid by its due date.
