1303 separately bans constructing, connecting to, using, or maintaining any illegal connection to that system, including connections made in the past regardless of whether they were once permissible. A property owner can be held in violation simply by owning land where an illegal connection exists and allowing it to continue. 1302(1)(a) cover ordinary activities such as landscape irrigation, potable water line flushing, residential car washing, air conditioning condensation, and uncontaminated groundwater, but only if no detergents, heated water, or hazardous materials are involved. 1302(1)(c) so long as the discharger stays in full compliance.

1304 separately restricts gray water reuse systems, banning any such system that causes odors, attracts nuisance animals or insects, lets gray water run onto neighboring property or into storm drains, or risks contaminating the municipal water supply through backflow. 1306 gives the Public Works Director a right of entry to inspect, sample, photograph, and monitor any premises as often as necessary to verify compliance, and delaying that access is itself a separate violation of the article. The ordinance was added by Ord. No. 2024-120 on November 21, 2024, replacing the City's prior stormwater quality provisions.
