010. 070 lists prohibited discharges: it is unlawful to discharge stormwater or any solid, liquid or gaseous matter into the storm drain system in violation of any governmental law or permit, to discharge nonstormwater into the system or any street or drainage ditch leading to a public storm drain unless covered by an NPDES permit or city permit, and to throw or deposit refuse, rubbish or garbage in or upon a street, storm drain, inlet, catch basin, or other drainage structure. 050 separately bans illicit connections to the storm drain system outright and makes that prohibition retroactive, applying even to connections made in the past regardless of whether they were permitted when built; permits are required for any new storm drain construction or modification within public rights of way or on private property that discharges into the system.

030. 260 lets the city revoke an industrial or commercial user's business license for violating an administrative order or NPDES permit, and fine that user up to $2,000 per day per offense, with each day of continuing violation counted separately; the city can also recover its attorney fees and litigation costs. 270 makes a willful violation, or knowingly violating a stop-work or cease-and-desist order, or falsifying required records, a misdemeanor punishable under state law, with each day of violation a separate offense. 300 funds the program by collecting NPDES regulatory fees annually alongside business license tax for industrial and commercial sources the city determines contribute a significant pollutant load.

140, separately bars letting irrigation water, building storm water, or swimming pool drainage run across a sidewalk or into a roadway except through gutters or city-approved channels.
