Tyler's Unified Development Code (Article VII) governs stormwater. Sec. 10-543 bars approval of any building permit or land subdivision construction plan unless it includes a stormwater management plan of Best Management Practices, prepared by a Texas-licensed Professional Engineer. Table 10-542 sets minimum BMPs: four for single- and two-family residential, and eleven for multifamily, office, commercial, industrial, and institutional uses.
