West Bloomfield, MI Environmental Rules: Stormwater Management (2026)

Township Code § 24-205, in chapter 24, article VI, requires that every new development or redevelopment, except activities exempted under § 24-206, obtain either a stormwater management plan or an engineered site grading plan before any development or site preparation begins; approval of final site plans, subdivision plats and condominium plans cannot be granted until the stormwater plan is approved. Plans go through a preapplication conference with the planning, engineering and environmental directors under § 24-207, then planning commission review against the approval standards in § 24-213, which require the plan to demonstrate a zero percent increase over the discharge or runoff permitted by applicable law and ordinances between predevelopment and post-development conditions, and to control the first flush, bankfull and one-hundred-year storm per the article's technical appendix.

Discharges into the township's municipal separate storm sewer system (MS4) from projects over one acre must also meet the township's MS4 permit's channel-protection and water-quality standards under § 24-206.1. Soil erosion controls must be installed and maintained per § 24-213(b), with temporary measures removed only after permanent stabilization, and the township engineer or environmental director may issue stop-work orders for noncompliance. Enforcement runs through § 24-227: any violation of the article is a municipal civil infraction, with a $1,000 fine for a first offense and $2,000 for a second or subsequent offense within three years, plus costs, and each day of a continuing violation is a separate offense. Courts may also order restoration or injunctive relief in addition to the civil fine.
