Cumberland County Zoning Ordinance Section 1102 C (Fences and Walls) governs unincorporated land under NCGS Chapter 160D authority. Open fences (more than 25% see-through) may be erected to any height. Solid fences and walls are capped at three feet (3') when projecting into or enclosing a minimum front yard and seven feet (7') in a minimum side or rear yard. A 'solid' fence is one in which openings do not exceed 25 percent of the fence. Inside the City of Fayetteville, the Town of Hope Mills, or Spring Lake, the municipality's own development ordinance applies instead of the county rule.
An over-height solid fence is a zoning violation; the county may impose a $500 civil penalty accruing $500 per day until corrected (Section 1704).
