Cumberland County Zoning Ordinance Section 1102 C lets a solid fence enclose a side or rear yard up to seven feet, so a fence may sit along a shared boundary. On through lots the ordinance allows a rear-yard privacy fence 'erected up to the rear property line, as determined by a platted "no access easement" or up to 20 feet from that line in the absence of a "no access easement."' The county does not decide cost-sharing or ownership of a line fence; North Carolina has no general fence-cost statute, so those disputes are private civil matters between neighbors. Placing a solid fence in the wrong yard or blocking corner visibility is a zoning violation; a $500 civil penalty accrues per day until corrected. Cost disputes are civil.
