Blue Springs, MO Fence Regulations: Material Restrictions (2026)

Section 220.705 prohibits erecting or maintaining, and prohibits a property owner or occupant from allowing to be erected or maintained, any fence carrying barbed wire, spikes, a similar device, or an electrical charge strong enough to cause a shock, on property anywhere in the City of Blue Springs, Missouri except land zoned agricultural (RE). The Section carves out one exception for non-agricultural land: a barbed wire fence is lawful in an industrial or business zoning classification if the barbed wire itself is mounted at least six feet above ground level and set at least one foot inside the owner's or occupant's property line, keeping the wire clear of the public right-of-way and neighboring parcels.

Electrically charged fences get no equivalent exception anywhere outside the RE agricultural district; any voltage sufficient to cause a shock is banned on residential, commercial and industrial land alike. The ordinance reaches both the person who installs the fence and any owner or occupant who merely allows it to remain, so a buyer who inherits a noncompliant fence from a prior owner is still liable for maintaining it. Community Development and the Blue Springs Police Department can enforce the Section against either the installer or the current property owner or occupant.
