The City of Maricopa requires a Zoning Permit for fences and walls under 7 feet and/or within residential districts. Commercial fences over 7 feet, and retaining walls over 4 feet, require a Commercial Wall/Fence Permit through Development Services.
According to the City of Maricopa Fence and Wall Guide (Planning and Zoning Division, Rev. 10/2024), all fences and walls under seven (7) feet in height and/or within residential districts require a Zoning Permit. Commercial freestanding fences and walls exceeding seven (7) feet, and retaining walls over four (4) feet measured from the bottom of the footing (unless supporting a surcharge), require a Commercial Wall/Fence or Commercial Retaining Wall Permit. Applications are processed through the city's Development Services / Planning and Zoning Division, which can be reached at 520-316-6920. Because the City of Maricopa is largely composed of master-planned communities, most residential lots also fall under a homeowners association that requires its own architectural review and approval before any fence work begins; that HOA approval is separate from and additional to the city permit. The city permit confirms compliance with zoning standards such as height limits, sight-visibility triangles, and prohibited materials. Submitting a site plan showing fence location, height, and materials is typically part of the application. Pool barrier fences must additionally satisfy Arizona's state pool enclosure law (ARS 36-1681) in addition to any city zoning permit.
Installing a fence or wall without the required permit can lead to stop-work orders, after-the-fact permit requirements, and potential removal of noncompliant work. HOA violations are enforced separately.
