Sunrise's fence article (Land Development Code Article X) does not set a stand-alone retaining-wall height limit. Retaining walls are governed by the Florida Building Code, which Sunrise adopts under Sec. 16-194's requirement that walls be built to code. A building permit from the Sunrise Building Division is required, and taller or surcharge-loaded walls need plans signed and sealed by a licensed Florida engineer. Because Sunrise is in Broward County's High Velocity Hurricane Zone, walls are engineered for local wind and soil loads, and drainage behind the wall must be addressed. Setbacks and easement access rules that apply to fences also affect wall placement near property lines.
An unpermitted retaining wall triggers a stop-work order and after-the-fact permit review; unsafe or failing walls may require engineering correction or removal, with Code Enforcement fines for non-compliance.
