LEMC § 5.110.090 lets the Film Permit Officer condition any film permit with reasonable requirements on the time, place, manner and duration of the shoot, and lists those conditions directly on the permit itself. Subsection G lets the Officer restrict the use of firearms, explosions and other noise-creating or hazardous devices that disturb the peace, and subsection H separately lets the Officer restrict stunts involving pyrotechnics, open flame, vehicle crashes or other hazardous materials. The same section lets the Officer cap the daily hours during which filming may occur within the City under subsection K, require presence of City employees or public safety personnel at the applicant's expense under subsection A when the activity needs it, and require cover-up of any police, fire or other official uniforms worn by actors when they are not on set under subsection I.

Because these are permit conditions rather than a blanket citywide noise ban, the specific limits on gunfire, explosions and hours are set case by case for each production and appear on the face of the issued film permit, which under § 5.110.030 must be obtained from the Film Permit Officer before any of that activity legally occurs on public or private property in the City. Section 5.110.140 lets the Officer suspend or revoke the permit at any point if the permittee violates a City ordinance, regulation or any term or condition of the permit, including a noise, firearms or hours-of-operation limit, and § 5.110.150 gives the permittee five business days to appeal that suspension or revocation in writing to the City Manager's office.
