Full Breakdown
Under the special events chapter's exemptions, Naperville excuses film production done by schools, businesses, places of worship, or residents on their own premises for educational, family, or training purposes, along with individuals filming on public or private property for personal, non-commercial purposes and news crews covering actual events. Educational institutions approved or authorized by the State of Illinois are separately exempt from the special event permit altogether, unless the City must still provide services for the activity.
Violations & Fines
Claiming the exemption while filming for commercial gain, charging admission, or requiring City services can void the exemption and trigger special event permit enforcement.
