Louisburg, KS Fire Regulations: Fireworks (2026)

Section 7-302(a) makes it unlawful for any person, firm, or corporation to possess, keep, store, display for sale, fire, discharge, or explode any fireworks within the City of Louisburg, except as § 7-303 allows. Section 7-301 defines fireworks expansively to include any combustible or explosive composition producing a visible or audible effect, expressly naming blank cartridges, toy pistols and cannons using explosives, fire crackers, torpedoes, skyrockets, Roman candles, sparklers, and any device containing an explosive substance; toy paper caps, railroad or transportation signal devices, military and police use, ceremonial blank cartridges, and supervised school science demonstrations approved by the Fire Chief are excluded from the definition.

The only path to a lawful fireworks display is § 7-303: the Governing Body may grant permission, in its discretion, for a public fireworks display by a responsible individual or organization. The applicant must apply at least 10 days in advance, carry public liability insurance of at least $1,000,000 that cannot be cancelled without 10 days' written notice to the City Clerk, and disclose the applicant's name, sponsoring group, location, date and time, type of fireworks, the person who will actually fire them, and anticipated police, fire, or municipal service needs.

Section 7-304 authorizes the fire chief to seize and confiscate fireworks kept, stored, or used in violation of the article or state fire marshal rules, with disposal as the Governing Body directs.
