Louisburg, KS Fire Regulations: Outdoor Burning (2026)

Section 7-209 bans burning vegetation, leaves, garbage, refuse, rubbish, straw, lumber, waste, structures, or any other combustible material anywhere in the City of Louisburg except under the exceptions the section lists and Section 1102 of the Uniform Fire Code as adopted by the City. The main exception, subsection (a), lets residents burn leaves and yard debris, but only at times and under conditions the Governing Body sets by resolution: the person who lit the fire (or an agent) must attend it at all times, no one may start a fire during night hours (defined as the two hours before sunset through one hour after sunrise), no material may be added during that same window, and burning is forbidden whenever wind speed exceeds 15 mph.

Subsection (a)(1) further limits leaf and yard-debris burning to Fridays and Saturdays only. Other exceptions cover fireplace and wood-stove burning inside an occupied structure (b), non-commercial cooking fires such as barbecuing (c), recreational and ceremonial fires on land regularly used for recreation (d), City-conducted burning (e), firefighter training burns approved by the Fire Department (f), and a flat ban on any burning in streets, alleys, sidewalks, or other public rights-of-way except by the City or with Fire Chief approval (g). Section 7-210 separately adopts the 1997 Uniform Fire Code, and § 7-212 clarifies that open burning for land-clearing, crop or game management, or construction debris must still follow Kansas Department of Health and Environment guidelines on wind speed, smoke, and timing.

The Chief of Police and any City law enforcement officer are authorized under § 7-215 to enforce the open-burning restrictions and to take whatever action is needed to control a fire burning in violation.
