Pico Rivera is one of the few Los Angeles County cities that still permits State-approved 'Safe and Sane' fireworks. Under Municipal Code Chapter 8.36 they may be sold only by permitted nonprofits; all other fireworks are illegal and carry heavy administrative fines.
Pico Rivera regulates fireworks under Chapter 8.36 of the Municipal Code, enforced with the Sheriff's Pico Rivera Station. Section 8.36.030 generally bars possessing, selling, using or discharging any fireworks except as allowed. State-approved 'Safe and Sane' fireworks may be sold only from 12 noon June 28 to 12 midnight July 5, and only from a temporary stand under a retail permit (Section 8.36.100). Permits go only to qualified nonprofit organizations (Section 8.36.110) that document IRS or Franchise Tax Board good standing. Stands must be at least 25 feet from other buildings and 100 feet from flammable-liquid storage. All 'dangerous' fireworks — firecrackers, bottle rockets, mortars, M-80s — remain illegal.
Possessing, using, or selling illegal fireworks, or selling Safe and Sane fireworks without a permit or outside legal dates, violates Chapter 8.36. Section 8.36.170 sets fines of $1,000 first, $1,250 second, and $1,500 for further violations, plus disposal costs.
