Yuba City is one of the few Sacramento Valley cities that still allows State Fire Marshal-licensed 'Safe and Sane' fireworks. Under Ordinance No. 007-17 (codified in YCMC Title 4 Chapter 5), Safe and Sane fireworks may be discharged only June 29 through July 4. All other (dangerous) fireworks are illegal and carry administrative fines up to $1,000 per violation.
Yuba City adopted Ordinance No. 007-17 in May 2017 codifying fireworks regulation under Title 4 Chapter 5 of the Municipal Code. Only fireworks classified as 'Safe and Sane' under California Health & Safety Code Section 12529 and bearing the State Fire Marshal seal are legal in Yuba City. Discharge is permitted only between June 29 and July 4. 'Dangerous fireworks' as defined in California Health & Safety Code Section 12505 - including any item that explodes, rises in the air, moves about the ground, bottle rockets, firecrackers, M-80s, Roman candles, or any aerial or exploding device - are prohibited. Safe-and-sane stands are operated by nonprofit organizations under city permit. Unused or illegal fireworks may be surrendered without penalty at the Yuba City Fire Department (824 Clark Avenue) during business hours.
Violations are issued as administrative citations under Yuba City Municipal Code Chapter 6, Title 1. Fines do not exceed $1,000 for a first violation and do not exceed $1,000 for any subsequent violation. Possession or use of dangerous fireworks is also a misdemeanor under California Health & Safety Code Section 12677 (fine up to $1,000 and/or up to one year in county jail) and is subject to a minimum $1,000 administrative fine under H&SC Section 12557 for quantities of 25 lbs or less; over 25 lbs is a felony.
