Outdoor burning rules in Yuba City, CA β also called the burn ban, open burning, or fire restriction ordinance β set when you can burn yard waste, debris, or run a recreational fire.
Open burning (non-recreational outdoor fires) inside Yuba City limits and in County Service Area-G requires a fire permit from the Yuba City Fire Department unless the burn qualifies as agricultural under a Feather River Air Quality Management District (FRAQMD) Ag Burn Permit. Open-burn sites must be at least 50 feet from any structure and constantly attended.
Yuba City Fire Department applies California Fire Code Section 307 (adopted through YCMC Title 4 Chapter 5) to open burning. A 'fire permit is required' for open burning within city limits and within County Service Area-G unless the burning qualifies as agriculture-related and the owner holds an Ag Burn Permit issued by FRAQMD. The open-burn location 'shall not be less than 50 feet from any structure and provisions shall be made to prevent the fire from spreading to within 50 feet of any structure.' All burning must be constantly attended until the fire is extinguished, and fire-extinguishing equipment (hose, extinguisher) must be immediately available. YCFD expressly notes it 'is not involved in the issuance of FRAQMD permits or the enforcement of FRAQMD requirements' - residents must obtain agriculture burn permits and check burn-day status directly through Feather River AQMD. FRAQMD publishes daily burn-day status; burning is prohibited on no-burn days.
Burning without a required permit, or burning on a no-burn day, is a violation of CFC Section 307 and FRAQMD rules. CFC Section 109 makes violations misdemeanors with fines up to $1,000 and/or up to six months in county jail. The fire code official may order immediate extinguishment of any open burning that is hazardous, creates objectionable smoke or odor, or violates the permit. FRAQMD enforces its own administrative penalty schedule for air-quality violations including burning on no-burn days.
