Section 8.32.120 is a single flat rule: burning garbage or refuse anywhere within the city is unlawful unless authorized by a local, state or federal agency. The provision traces to Ordinance 28-01 (2001) and has not been amended since. Because the rule sits inside Chapter 8.32, Solid Waste Collection and Disposal, rather than a standalone fire-prevention chapter, it operates as a backstop against residents disposing of trash by burning it instead of using city collection, the solid waste facility, or the compost drop-off described elsewhere in the chapter.

The 'unless authorized' exception is narrow: it requires actual authorization from an agency such as the Wyoming Department of Environmental Quality or a local fire authority, not simply a resident's own judgment that a burn is safe. General violation and enforcement provisions for the chapter carry through: § 8.32.190 lets the city manager's designee issue a citation to municipal court for a refusal to comply with proper disposal, and a violation is punished under § 8.32.200 through the Chapter 1.28 general penalty: up to a $750 misdemeanor fine plus court costs capped at $10, and § 1.28.020 treats each day a violation continues as a separate offense, so a burn pile still smoldering the next day can support an additional citation.
