Woodland, CA Fire Regulations: Outdoor Burning (2026)

Municipal Code Section 8.20.040(B) rewrites Section 307.1.1 of the California Fire Code, which Woodland adopted at Section 8.20.010, to flatly prohibit open burning within City limits. The amendment does not carve out a seasonal or permit-based exception for open burning generally; it bars any burning, open or otherwise, that constitutes a nuisance injurious to health, is indecent or offensive to the senses, or is objectionable because of smoke emissions, and it separately bars burning when atmospheric conditions or local circumstances make fires hazardous. The Fire Code Official, who operates within the Division of Community Risk Reduction under the Fire Marshal per Section 8.20.020, is authorized to order the owner, occupant, another responsible person, or the Fire Department to extinguish any burning that creates or adds to a hazardous or objectionable condition.

Because the City adopted the entire 2025 California Fire Code with this local amendment layered on top, the underlying Fire Code's own separate provisions on recreational fires and portable outdoor fireplaces are read alongside Section 307.1.1 as amended, but Woodland's own text leaves no general open-air debris or yard-waste burning allowance inside the City. Fire Marshal personnel and Fire Investigators enforce the prohibition with peace officer authority under California Penal Code Section 830.37(a), and the Chief's staff carry the same authority under Section 830.37(b).
