Muncie enforces its liquefied-petroleum-gas storage limit through Section 91.06, which restricts bulk LP-gas storage to the boundaries of the "Number 1 fire zone" the city drew in Section 91.05(A), a downtown district that runs along the White River and through streets including Franklin, High, Walnut, Mulberry, Washington, Madison, Elm and Ninth. The restriction traces back to Section 21.6a of the Fire Prevention Code, 1965 edition, published by the American Insurance Association, which the Common Council adopted wholesale under Section 91.02 to govern conditions hazardous to life and property from fire or explosion.

The same fire zone also caps outdoor aboveground flammable-liquid tank storage under Section 91.05 and bans new bulk flammable-liquid plants outright. The bureau of fire prevention, established inside the fire department under Section 91.03 and supervised by the fire chief, administers these limits day to day; the chief can detail fire department members as inspectors or recommend technical inspectors to the merit commission. A property owner facing practical difficulty complying with the LP-gas limit can apply in writing to the chief of the bureau of fire prevention for a modification under Section 91.08, provided public safety and the code's intent are preserved, and any owner denied a permit or modification can appeal to the board of public works and safety within 30 days of the decision under Section 91.09.
