Arcadia, CA Fire Regulations: Wildfire Zones (2026)

Section 3130 adopts by reference the 2025 Edition of the California Wildland-Urban Interface Code, including Chapter A based on the 2024 International Wildland-Urban Interface Code, as the Wildland-Urban Interface Code of the City. Section 3130.1 draws the map: the boundaries of the Wildland-Urban Interface Area are the same as the Fire Hazard Severity Zone Map produced by the California Department of Forestry and Fire Protection, as adopted by City Council Resolution. Local amendments then tighten the state text. Section 3130.6 applies roof rules to additions, replacements and repairs: when 0% to 25% of the existing roof area is touched, only the new covering must comply, and at 26% to 100% the entire roof covering must comply, measured over the most recent twelve (12) month period.

Every covering must meet at least Class A, and pressure treated, untreated or fire-retardant treated wood shakes and shingles cannot be installed. Section 3130.5 applies deck surface requirements when any part of the walking surface is within fifty (50) feet of the building, and § 3130.4 adds heavy timber construction as defined in Chapter 6 of the 2025 California Building Code. Section 3130.2 sets a remodel threshold: 0% to 50% of habitable area within thirty-six (36) months applies the code to the addition or alteration only, and 51% to 100% applies it to the entire structure.

Under § 3130.3, the Planning Commission acts as the Arcadia Building and Fire Code Board of Appeals: an appeal is filed within 30 days of the written decision, and a further appeal to the City Council is filed within five (5) working days.
