Blaine, MN Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Blaine's Community Development and city clerk's office jointly administer mobile food truck licensing under Chapter 22, Article X. An applicant must supply their name, business and truck name, address, Minnesota tax identification number, a description of the food offered, vehicle and trailer plate numbers, insurance carrier, policy number and coverage dates, plus proof of any required county or state license and a successful fire inspection report from county fire staff. The city sets the annual license fee and a separate fire inspection fee in its fee schedule, and every license runs only through March 31 of the year issued, so renewal is annual regardless of when the truck first licensed.

Section 22-461 limits where trucks can operate: city park events initiated by the renter, city-sponsored events, school-district events, private events with the property owner's consent, National Sports Center events, Northtown Mall food truck events, and permitted special events under section 70-27. Section 22-462 bars operating before 7:00 a.m. or after 10:00 p.m., blocking traffic or sidewalks, using noise to attract customers, and parking on any public right-of-way except at specific permitted events. No truck may be stored on residential property overnight except one truck on a farm-residential lot over five acres in size.
