Section 22-427 defines a mobile food truck as a vehicle-mounted or trailer-mounted unit that is readily movable without disassembly, a category that excludes vending trucks and transient merchants regulated elsewhere in chapter 22. Beyond the seven circumstances listed in § 22-461, including private park events the renter requests, city- or school-sponsored events on public or school property, private events like a grand opening or graduation with the property owner's consent, hosted events at the National Sports Center, food-truck events at Northtown Mall, and city-permitted special events under § 70-27, no other operating location qualifies.

Section 22-462(a) also bars a mobile food truck operator from blocking traffic on a street, sidewalk, or right-of-way, conducting business before 7:00 a.m. or after 10:00 p.m., using bells or horns loud enough to be heard inside a building, or claiming the city's endorsement. Under § 22-462(d), no mobile food truck may be parked for storage on residentially zoned property in the city, except that one truck may be stored on a farm-residential lot larger than five acres. Operating at all requires an annual city license under § 22-428, which runs through March 31 and requires proof of any needed county or state license, a successful fire inspection from a county fire department, and the truck's insurance information.
