Section 22-396(a)(2) excludes delivery drivers dropping goods at homes or businesses and government vehicles from this licensing requirement, so the rule targets rolling vendors like ice cream trucks that sell directly from the street. The license application under § 22-396(b) goes to the city clerk and must describe the vending vehicle, name everyone with an interest in the business, list the confections or goods to be sold, and name the insurer and coverage amount carried on the vehicle. Licenses run from May 1 through April 30 the following year, with the annual fee set by council action; if the city denies an application, it refunds the fee.

Section 22-398 separately requires every licensee to carry liability insurance in the amount the council sets by action, on top of the vehicle's ordinary auto coverage. This vending-truck license under article IX is distinct from the mobile food truck license in article X, which covers food trucks operating at scheduled events rather than street-to-street vending. Denials, suspensions, non-renewals, or revocations the city clerk is required to issue are not appealable, but other denials go to the city council within ten days of the decision, per § 22-396(c).
