Casper, WY Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Casper Municipal Code § 10.36.031 governs mobile food vendors citywide. Subsection (A)(1) makes it unlawful for an owner or operator to run a mobile food vendor vehicle in the city without first obtaining a food license, issued after inspection by the Natrona County Health Department (NCHD) under its agreement with the Wyoming Department of Agriculture. That food license is a health permit, not a substitute for other required city, county, state, or federal licenses, though § 10.36.031(A)(2) exempts a vendor holding a yearly food license from the separate itinerant-merchant licensing rules in Chapter 5.38.

Vendors who want to operate in the Downtown or Old Yellowstone district (together defined as the DOY) also need a Mobile Vendor Parking Permit, purchased from the Casper city clerk's office during business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding holidays and special event days. A purchased MVPP is nontransferable: it is valid only for the specific vehicle or trailer named on the application and cannot be sold, traded, or assigned to another vendor. Garbage collection and cleanup around the vending site are the vendor's own responsibility, and repeated failures can lead to denial of future permit applications.

Operating a mobile food vendor vehicle in Casper without the required food license and, where applicable, the MVPP is a misdemeanor. Under § 10.36.031(F)(3), a violation of the section carries a fine of up to five hundred dollars, and repeated violations can also cost the vendor future permit eligibility under the same section.
