Casper, WY Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Casper Municipal Code § 10.36.031(C) sets the operating rules that apply once a mobile food vendor has a food license and, if vending in the DOY, a Mobile Vendor Parking Permit (MVPP). Subsection (C)(4) bars a permit holder from parking on parkways, in handicapped spaces, loading zones, school-related critical parking zones, fire lanes, bus stops, or other restricted parking places. Subsection (C)(5) then controls how the vendor must position the vehicle or trailer: customers must be able to reach it from a sidewalk, from a closed or barricaded road surface protected from moving vehicles, or from private property.

While parked on an unbarricaded street, the vendor cannot operate in a way that forces customers to stand or walk in the driving lane or an open parking lane; people may only be within the vendor's own vehicle or trailer footprint or inside a barricaded, traffic-protected area. Subsection (C)(6) bars vendors from placing equipment, furnishings, signs, or tents on the right-of-way, the parkway strip, or a public sidewalk, keeping the pedestrian path clear. Together these rules mean a Casper food truck operating on a public street must serve customers from the curb or sidewalk side, not by having them cross or stand in the travel lane, and cannot spread signage or tables onto the sidewalk itself.

The Casper Police Department and city clerk's office enforce these positioning rules alongside the permit requirements, and violations of § 10.36.031 are misdemeanors enforced through Casper Municipal Court.
