Casper, WY Food Trucks & Mobile Vendors: Vending Zones (2026)

Casper Municipal Code § 10.36.031 confines its Mobile Vendor Parking Permit (MVPP) program to a specific zone the ordinance calls the DOY. Subsection (B)(6) defines "Downtown" as synonymous with the downtown development district set out in Casper Municipal Code § 2.36.030. Subsection (B)(7) defines "DOY" as the downtown area and the Old Yellowstone district combined, and (B)(8) defines the "Old Yellowstone district" as the area generally west of downtown that has been officially zoned OYDSPC (Old Yellowstone District and South Poplar Street Corridor); the city council can modify that boundary through its normal zone-change process.

Subsection (A)(3) is the operative vending-zone rule: except in areas the city manager has separately designated as a mobile vendor site, it is unlawful for a mobile vendor to operate a mobile vendor vehicle on public property within the DOY without an appropriate MVPP. A vendor who instead holds only the annual food license required under (A)(1) may still conduct business in a city-designated mobile vendor site without a separate MVPP. In practice this means the MVPP permitting scheme, including its per-space fees and block-face limits, applies only inside the downtown core and the Old Yellowstone district; a mobile food vendor operating elsewhere in Casper, outside the DOY, needs only the NCHD food license and is not subject to the MVPP zone restriction. The city clerk's office administers MVPP applications and can confirm current DOY boundaries and any city-designated mobile vendor sites.
