Section 12-1-104(A) makes it unlawful to operate any food-service establishment in Lawton, a category that Section 12-1-103(A)(2) defines to include mobile, vehicle-mounted units, without a current, unrevoked food-service establishment permit posted in a conspicuous place. Application goes to the city's licensing agent, and the permit issues after all required documents are submitted, the fee schedule payment is made, and the application is approved; under Section 12-1-104(C) it then expires one year from issuance unless it is a temporary or seasonal permit, which expires on the date specified. Renewal applications are due at least ten calendar days before the current permit expires or the filing is treated as a brand-new application subject to the full fee.

Mobile-specific conditions layer on top under Section 12-1-108: the truck or cart itself must be a vehicle that has been approved and licensed by the health department, the operator needs permission from the property owner before setting up, and if using restrooms at a nearby business, written permission for that access is required too. A preparation-and-sales mobile unit must return daily to a licensed commissary for wastewater disposal and cleaning, may use no more than ten percent of a host business's required parking or loading area, and needs a valid food handler's certification on board for every occupant. A sales-only unit's occupants instead need a city-issued photo identification badge cleared through a police department background check, which can be denied for a disqualifying conviction within the prior three years or a material misrepresentation within the prior year, with a right to appeal a denial to the city council within fifteen days.
