Section 12-1-108(C) caps most mobile food-service establishments at twelve hours at a single location or address within any twenty-four-hour period, after which all appurtenances must be removed, but the section expressly states this requirement does not apply to mobile pushcarts, letting a pushcart operator stay put longer than a truck or trailer could. Pushcarts are recognized as one of the mobile formats in Section 12-1-103(A)(2), which notes a mobile establishment may also include mobile pushcarts, so the general mobile food-service permitting, health-department vehicle approval and property-owner permission rules in Section 12-1-108 still apply; only the twelve-hour dwell limit is lifted.

Section 12-1-108(I)(3) gives sales-only mobile establishments, the category that covers pushcarts selling pre-packaged goods on foot-and-cart routes, another sidewalk-adjacent allowance: they may stop on streets classified as local streets under the subdivision regulations or the long-range transportation plan to conduct sales, but only where the posted speed limit is twenty-five miles per hour or less, and never in a way that blocks traffic or creates a hazardous condition. Occupants of a sales-only cart do not need a food handler's certification under Section 12-1-108(I)(2), but they must wear the city-issued identification badge described in Section 12-1-108(I)(1), which requires a police department background check before issuance.
