Section 10.32.110 regulates street vending from the peddlers-and-vendors provision of the parking and traffic title. Subsection A sets baseline limits on any vehicle or wagon selling goods, wares, fruits, vegetables, or foodstuffs from the street: it may stop only at a bona fide purchaser's request for no more than ten minutes at any one place, must stay at least one thousand feet from a public school and at least two hundred fifty feet from another vending vehicle, and may operate only between nine a.m. and nine p.m.

Subsection B layers a separate, stricter requirement on food specifically: no person may park or stand a lunch wagon, eating cart, or vehicle selling food or drink on any street without first obtaining a written permit from the Director of Finance, and the applicant must designate the specific location, area, or route the vehicle will use, subject to the Director of Finance's approval and consistent with subsection A's distance and hour limits. Subsection C locks the permit to that designated spot: no permit holder may park at any other location than the one specified, and if the permit holder is convicted for violating any part of this section, the Director of Finance must revoke the permit once the conviction record is filed with the city council, and no new permit can issue to that person for six months from the revocation date.
