Muncie's health officer issues the underlying operating permit required by § 113.02(A) to any mobile food-service establishment, and that permit must be posted in a conspicuous place on the truck. A permit issues only after the health officer inspects and approves the operation, is valid for one calendar year running January 1 through December 31, and must be renewed annually; a separate permit is required for each truck an operator runs, and the permit cannot be transferred. Once the health permit is in hand, § 113.03(A) requires a separate city license before the truck can operate, also running the calendar year.

Section 113.03(B) sets the license fee at $16.00, dropping to $8.00 if the application is filed on or after June 1 that year. A short-term operator running only a temporary food-service establishment instead pays $5.00 per day of operation up to a $16.00 cap under § 113.03(C), while § 113.03(E) waives the license and fee entirely for religious, educational, or charitable organizations, which must still meet the other requirements of § 113.02. Every licensed mobile unit must meet the minimum sanitation standards in Indiana State Board of Health Regulation HFD 17, adopted by reference in § 113.04(A), and the health officer inspects each permitted operation at least four times a year under § 113.06(A).
