Rocklin, CA Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Rocklin Municipal Code Section 10.34.020 lists the general operating requirements every mobile vending vehicle operator must meet before selling from a truck, trailer, cart or similar vehicle in the city. Subsection A requires a valid health permit issued by the Placer County Health Department, conspicuously displayed on the vehicle at all times; Placer County Environmental Health, not the city, inspects and issues this permit. Subsection B separately requires a valid City of Rocklin business license, also displayed conspicuously. Subsection C folds in the state's food-safety rules by requiring compliance with the California Retail Food Code, codified at California Health and Safety Code Division 104, Part 7, beginning at Section 113700, which governs equipment, handwashing, holding temperatures and other sanitation standards for mobile food facilities.

These three requirements apply on top of the chapter's separate time, place and manner rules in Sections 10.34.030 through 10.34.060, including a 9:00 p.m. to 7:00 a.m. citywide curfew on vending, two-hour duration limits on public streets, and a ban on amplified sound other than traditional vending-vehicle chimes capped at 70 decibels measured 50 feet from the vehicle. An operator who fails to hold and display the required health permit or business license is out of compliance with Section 10.34.020 even if parked in an otherwise legal location.
