Santa Ana, CA Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Article XXII of the zoning code, SAMC Sections 41-2300 through 41-2308, creates a streamlined administrative permit for mobile food trucks on private property: it does not cover trucks vending from the public right-of-way, which fall under the separate Article XIV of Chapter 36. Under Section 41-2303, the Executive Director of the Planning and Building Agency issues the permit only to the truck's business owner/operator, who must hold a current city business license and an Orange County Health Care Agency health permit and keep a copy of the permit inside the truck at all times for inspection.

Permits run one year from issuance and must be renewed at least 60 days before the anniversary date. Section 41-2304 confines trucks to mixed-use, professional, commercial, or industrial zoned property on an arterial street identified in the General Plan's Mobility Element, and Section 41-2306 caps density at one truck per 10,000 square feet of lot area, with a hard limit of three trucks on any single lot, on a minimum 10,000-square-foot parcel. Section 41-2305 bars trucks from stand-alone parking lots, undeveloped land, and gas stations, and keeps them at least 300 feet from any lot with an existing eating establishment operating during the truck's hours.

Friday and Saturday within 200 feet of a residential zone; requires an on-site accessible restroom within 50 feet, with portables prohibited; caps truck parking use at 25 percent of the lot's parking area (50 percent with multiple trucks); and bans generators, alcohol sales, and any encroachment onto the public sidewalk.
