Section 1148.12(a)(2)A requires every Mobile Food Vendor to avoid blocking, obstructing or restricting the free passage of vehicles or pedestrians on sidewalks or highways, or ingress and egress to abutting property, and specifically to keep a clear path of travel on the sidewalk under the Americans with Disabilities Act, free of customer queuing lines, signage or any part of the vending unit. Section 1148.12(a)(2)F goes further and, unless the vendor is working a designated special event or has express permission, bars operating a mobile food unit on a public sidewalk at all.
The same subsection sets specific buffers for wherever a unit does operate on public property: 50 feet from a property occupied by a residence (except a residence with ground-floor retail, or one across the street), 10 feet from a curb cut, fire hydrant, transit stop, mailbox, building entrance, fire exit or a police or fire call box, 200 feet from a fixed food-service business during its hours (25 feet during an authorized special event), 50 feet from a gas station, 1,000 feet from a school between 8 a.m. and 4 p.m. on school days, and 5 feet from another mobile food unit.
Vendors must also park parallel to the curb and sell toward the sidewalk, not into moving traffic, under 1148.12(a)(3)F, and keep the area within 15 feet of the unit free of litter under 1148.12(a)(3)C.
