Chandler, AZ Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Chapter 21 of the Chandler City Code, adopted by Ordinance No. 4835 effective July 1, 2019, treats sidewalk operation as the narrowest of all mobile food unit location options. Section 21-2 defines a 'Mobile Conveyance Unit' as a subset of mobile food unit that 'moves quickly and readily from place to place, stopping only to complete a point of sale transaction,' expressly citing ice cream trucks as an example, and capping each stop at fifteen minutes. 2(B) applies that definition directly to sidewalks: only a non-motorized mobile conveyance unit may operate there at all, a motorized truck or trailer, even if licensed under Section 21-3, cannot park and sell from a Chandler sidewalk under any circumstance.

2(A) imposes the identical fifteen-minute, keep-moving standard on street vending by any mobile food unit. 1, a dust-free private or public lot with the owner's permission, a legal right-of-way parking space, a permitted special event, or a Conditional Use Permit issued under Chapter 35, none of which involve the sidewalk. Section 21-7 separately makes it unlawful to serve from the street side of the unit, to operate where the activity 'might impede or inconvenience the public,' or to vend in a residentially zoned area except for catering, mobile conveyances, or an approved block party.

An authorized City representative, defined broadly to include code enforcement inspectors, license inspectors, police officers, and park rangers, enforces these limits and can order immediate removal of a unit found unsafe or a traffic hazard.
