Section 16-655(G)(3) requires a mobile food unit and its customers to avoid obstructing pedestrians or other vehicles on the sidewalk, street, alley or other public right-of-way, and specifically mandates a minimum four-foot clearance in any direction on sidewalks to preserve pedestrian and accessible movement. This sits within a broader operational scheme: § 16-653 requires a separate city license, valid one year, with a $350 initial or late-renewal fee and $50 annual renewal fee under subsection G, on top of the state health department license required by § 16-652.

Section 16-655(J) confines vending to a single legal parking space, bars operating within 50 feet of an intersection, and limits occupying one parking space to six hours in any 24-hour period absent other posted time limits. Subsection (I) bars operating in or within 250 feet of residentially zoned land unless the vendor is separately licensed as a neighborhood street vendor under Article XXI, and limits vending on private property to four consecutive days without a special event permit. Fire inspection is mandatory annually under § 16-655(D), and vendors on public property must carry at least $1,000,000 per occurrence and $2,000,000 aggregate commercial general liability insurance plus $1,000,000 commercial auto coverage under § 16-655(H).
