Section 27-113 limits vendors on city park or downtown redevelopment property to selling only food for immediate consumption, fresh-cut flowers, or inflated balloons, sold only from a city-approved pushcart; the city can reject any pushcart on aesthetic or safety grounds after design review. A pushcart may not be left unattended, may not be placed within fifteen feet of any intersection, within one hundred fifty feet of any other vendor, within twenty-five feet of a park entrance or exit, or within twenty-five feet of a building entrance or exit.

Carts get no permanent or proprietary spot on city property, cannot operate anywhere they would impede or inconvenience the public, and can only be placed within a city park on the sidewalk or another area the parks and recreation director specifically designates. Food sold in glass containers is prohibited outright, and vendors cannot ring bells, play chimes, run an amplified sound system, or otherwise make noise to attract business while on city property. Each vendor must carry a certificate of general liability and products liability insurance naming the City of Glendale as an additional insured, non-cancellable except on thirty days' notice to the city, and must agree to indemnify the city for losses caused by the vendor's acts or omissions.
